About Joe

A champion of Jefferson County, rooted in faith and family • Committed to transparency, accountability, and integrity in government • A constitutional conservative.

I am a fourth generation Jefferson County resident whose roots are in Jefferson County's agricultural community. I believe West Virginia and Jefferson County’s greatest assets are its people, unique geography, and history.

I have spent most of my adult life as an advocate of Jefferson County farming, especially our thoroughbred breeding and racing industries—a critical part of our county’s economy and agricultural heritage.

I am one of the few of the people I grew up with, after graduating from Jefferson High School, Shepherd University, and WVU Law School that had the opportunity to stay in my home county and state. We lose too many of our young people to other states where there is more opportunity. It’s time to keep that opportunity here at home.

I have the experience and credibility to work with my future colleagues as your representative. I support:

- Being part of positive solutions to make West Virginia a leader in free-market and conservative policies.
- Protecting the life of the unborn
- Protecting our 2nd amendment rights
- Keeping more of our tax dollars in Jefferson County to fund our traditional and charter public schools and growing the HOPE Scholarship
- Lowering taxes

Joe’s Record of Community Service:
- Board Member of Jefferson County Farmland Protection Board
- Charles Town Horsemen’s Benevolent and Protective Association
- Charles Town Racetrack Chaplaincy
- West Virginia Racing United
